Republic Services charges past due current bill

Last Tuesday I received a Republic Services bill stating a prior balance "current" of $36.81 and a late fee "current" charge of $3.00. Returning from LA today I received a nasty letter stating they are sending me to collection within 10 days and reporting me to credit bureaus. I have this problem with 3 accounts that they bill me for and I have no way to check on balances or status without calling or emailing them and waiting hours and days for responses. The bill in question shows the balance “current” of $36.81 but has no dates of service or prior past due or paid balances. Why are they sending me to collection if my balance is current? The name “Service Billing” is an oxymoron and I have no way to look up any of my balances or payment histories online. They are also the only Nevada Utility that I know of that will not show electronic statements take online bill payments. I requested they send me the last bill that should also reflect the several weeks credit where they did not pick up my trash because there was snow on the ground and apparently were unable or unwilling to collect my garbage. When they did pick it up it was frozen solid in the bottom of the container and then destroyed the trash bin trying to remove the "frozen solid garbage".

Republic Services CREDITS past due current bill

I am not sure what it means either, they sent an email saying they were crediting any past due fees on my account. Of course I already paid them not wanting to take a chance getting sent to collection for three dollars. There was no explanation or copy of the previous bill explaining why they were charged to begin with. It sure makes me wonder what kind of accounting system they have...
